Kelly Stanton called the meeting to order at 7:00 p.m.

Present:  Alyse Avitabile, Kelly Stanton, Jim Cooper, Karen Lentz and Charlie Abell.  Also in attendance: 3 members indicated by sign in sheet, and Renae Foster with TCB Property Management.

Alyse Avitable made a motion to accept the June 16, 2015 Board of Director Meeting minutes with the discussed changes (add info to New Business about Due Process Committee).  Karen Lentz seconded the motion and the motion was approved unanimously by voice vote.

OLD BUSINESS:

New Resolution to Change Ballot Procedure for Annual Meeting:  Due to the cost, this item has been tabled. 

Review Resolution on Vinyl Fences:  Kelly Stanton presented the new draft for everyone in attendance to review.  After some discussion, Kelly will make some minor additional changes and meet with the Board Members to get it signed and in effect.

CD Maturity:  Kelly Stanton reported that there was only a 10 day grace period to make a decision on the CD rate and terms before it is rolled over for another year.  We have flagged this item for the April 2016 Agenda to give plenty of time for next year.  In the meantime, Alyse Avitable will contact FNB to confirm that we cannot make changes until then.

Parking Issues:  Kelly Stanton outlined the options we have to resolve the parking issues.  These options were sent out to the Membership in poll format, and we had a total of 38 owners respond:

{C}o   {C}Option 1 - No Parking from Midnight to 7:00 AM sign to be posted at the entrance.  The cost would be $137.43. (Traffic Eng. Specialist (LaVanda Lane) Public Works Dept. Request may need to go before Brevard County Commissioners for approval. 

{C}§  {C}Out of the poll responses, we had 3 not mark anything, 16 vote yes, and 19 vote no

{C}o   {C}Option 2 - Parking on only one side of street.

{C}o   {C}Option 3 - Allow neighbors to handle the parking using their own common courtesy.

{C}o   {C}Not on the mailer was another option that was researched, "Pavers in 'berm' area."  Kelly and Ray discussed this topic at length with Jim Statlick Public Works Engineering.  There is a Subdivision Ordinance available that we can get by contacting Rebecca Reagan, however what the conversations boiled down to was even if we put in for a permit to put pavers in berm area, it would not be approved.  He made an excellent point that the roads should be free of parked vehicles in the event that an emergency vehicle is on coming so that a car can directly pull over - not have to weave around parked cars to get to a spot that they can pull over and the emergency vehicle can still pass.  He stated that if there is adequate space to park, use common courtesy.

After some discussion, based on the third option of a 38% favorable response, the Board has determined that this is a dead subject, and that neighbors should try to be considerate of one another when parking their vehicles.

Outstanding Violations:  The Board discussed two violations that are still outstanding after three notices were sent to the owners.

Jim Cooper made contact with an owner that has mold issues on the side of his home.  Jim reported that the owner did pressure wash and clean the area, but the mold “seeped” back through and is still an issue.  Jim will make contact with the owner again, and give them 30 more days to find a permanent solution and correct the issue.

Charlie Abell made a motion to have Clayton & McCulloh send a “mini-pounder” violation letter if the violation is not corrected within the 30 days allotted.  Alyse Avitable seconded the motion and the motion was approved unanimously by voice vote.

The second outstanding violation was sent their third notice “Certified Letter” today, so this item is tabled for the August meeting.

Community Sign:  It was brought up at a previous meeting that the Board considering posting some sort of permanent bulletin board for meeting notices and general community information to be displayed.  After the Board had time to research the options, they have decided not to pursue it at this time and will consider it for the 2016 budget.

Previously reported termite issue:  Previously, it was reported that one homeowner has experienced a termite issue where they were coming up through his shower.  New news has been brought forward that a shower liner was not installed and that sheet rock was used instead of durarock.

REPORTS:

Landscape Committee Report:  The Copperfield entrance median landscape project is almost complete.  Still working with Southern Greens to secure and place landscape boulders, two large and four medium size.  A few people are needed to meet with Southern Greens to direct the placement of boulders.

Renae Foster reported that since the June report, there are only 3 owners who owe 1 quarter, no owners that owe two quarters, 1 owner that owes 3 quarters and 1 owner that owes more than 3 quarters - the account that was the furthest behind has now been settled.

New Business:

  •          Total Home is offering reduced rescreening rates to our community - $75 for upper panels and $50 for side panels.
  • Tabled from March - Workshops:

o   1) create ARC Charter

o   2) create Landscape Committee Charter

o   3) create brief ‘description of duties’ for Board and Committee positions so people know what responsibilities they are accepting

o   Who would like to attend the workshop(s)?
