Board of Directors Meeting

Kelly Stanton called the meeting to order at 7:04 p.m.

Present:  

Alyse Avitabile, Kelly Stanton, and Steve Balch.  Charlie Abell was absent.  Also in attendance: Renae Foster with TCB Property Management.

Alyse Avitable made a motion to appoint Mike Scira as Secretary.  Steve Balch seconded the motion and the motion was approved unaimously by voice vote.

Steve Balch made a motion to accept the October Board of Director Meeting minutes as presented. Alyse Avitable seconded the motion and the motion was approved unanimously by voice vote.

Old Business:

Review Final Draft of Resolution on Vinyl Fences:  Kelly reported that she has obtained Jim’s signature for the resolution, and it has since been posted to the website (link).

ARC Architectural Guidelines steps:

o   1)  Final Board/ARC Review & update - Workshop planned for next Wed January 27 in this classroom.  Kelly will send out electronic copy and to check availability of room.

o   2)  Attorney Review / Update

o   3)  Vote of Membership to Adopt (Kelly with confirm with Sonia)

Violation Status:  Kelly Stanton reported that there are 7 currently in the “Due Process” category, but have all showed some signs of improvement.  There are currently 3 violations being handled by the attorney.

Law Firms:  Kelly reported that we have switched from C&M, and it is complete, however - we have not severed ties with C&M.  There is no charge to keep them on, unless we ask for anything. Kelly is going to follow up with Sonia about whether we should sever ties with C&M or not.

REPORTS:

Landscape Committee Report: 

  1. Southern Greens reported that the monthly testing of the sprinkler system found that one of the zone valves was not operating and summited a proposal for repair which was authorized.
  2. It’s recommend that Southern Greens be asked to replace the palm at the front end of the entrance median, which is dead, under the warranty that was part of the median landscaping work that was done.
  3. It’s suggested that all of the entrance palms be professionally trimmed this spring. Leland tree trimming has done this in the past. Ray McDermott will get a quote from Leland.
  4. Need to start planning for replacement of aged entrance plantings (landscape / entrance budget $4000).  This could include removal of the dead and dying junipers, additional fan palms, rearranging existing and adding additional landscape boulders and replacing existing mulch with river rock similar to that used in the median.  All of these actions would result in lower future entrance maintenance cost.  Need at least two quotes.
    • Ray McDermott will contact Space Coast Nursery, Landscape Depot, Stevenson's Nursery and Southern Greens for landscape layouts and quotes.

New Business:

·     Trespassing: Trespassing on property to the North of Copperfield - trespassers are entering the property between 665 Heather Stone and 667 Heather Stone.  Fence has been broken at least twice.  Small bonfire has been found.  Items have turned up missing from a barn on the property.  Police have been notified and property owner plans to press charges if anyone is found on the property.  Please notify your kids and any neighbors who have kids.

Health Center: Health Center has changed name to Solaris HealthCare.  Steve Balch has volunteered to clean up and update the signs for the meetings.

2015 Tax Return and Financial Compilation:  Renae Foster will email Taylor & Lockard to get an engagement letter and prepare the records for this.

Workshop:  Planned for Wednesday, February 24 in this classroom.  Kelly to check availability of room.  Topics:

o   1) create ARC Charter

o   2) create Landscape Committee Charter

o   3) create brief ‘description of duties’ for Board and Committee positions so people know what responsibilities they are accepting

Adjournment:  Alyse Avitable made a motion to adjourn the meeting at 7:51 p.m.  Mike Scira seconded the motion and the motion was passed unanimously by voice vote.
