Kelly Stanton called the meeting to order at 7:03 p.m.

Present:  Alyse Avitabile, Kelly Stanton, Charlie Abell and Mike Scira.  Steve Balch was absent.  Also in attendance: Renae Foster with TCB Property Management, and 3 owners indicated by sign in sheet.

Charlie Abell made a motion to accept the February Board of Director Meeting minutes as presented. Alyse Avitable seconded the motion and the motion was approved unanimously by voice vote.

OLD BUSINESS:

ARC Architectural Guidelines steps:  Kelly Stanton has emailed the final draft to Sonia Bosinger for review last month.  Sonia has not submitted any comments as of today. 

Topics for Next Chronicles: 

o    Garage Sale - The annual Copperfield community Garage Sale is planned for Friday April 15 and Saturday April 16.

o    Trespassing on property to the North of Copperfield - trespassers are entering the property between 665 Heather Stone and 667 Heather Stone.  Fence has been broken at least twice.  Small bonfire has been found.  Items have turned up missing from a barn on the property.  Police have been notified and property owner plans to press charges if anyone is found on the property.  Please notify your kids and any neighbors who have kids.

o    Increased Hawk activity in the neighborhood - watch small pets - http://hawksaloft.org/ FAQ recommends "that for animals less than 15 pounds, that you supervise all of their outdoor activities and that cats be kept indoors at all times."

o    House Numbers - According to https://www.nachi.org/house-numbers.htm "House numbers should be clear enough so that police, the fire department, paramedics, etc., can quickly locate properties in an emergency. House numbers are often the only way that first-responders can identify their intended destinations.  A number of jurisdictions have begun enforcing laws through strict fines for homeowners who do not comply with laws that impose requirements for house numbers."

o    Retention Pond Article written by Ray McDermott.

Violation Status:  Renae Foster will contact Sonia to get a status on them.

Garage Sale:  Will be held on Friday April 15 and Saturday April 16.  Notifications planned to be posted on Facebook (Kelly), Craig’s List (Kelly), in The Florida Today (Cheryl Nealon), and in the Hometown News (Cheryl Nealon looking into pricing).

Alyse Avitable made a motion to place an Ad in the Florida Today for the community yard sale.. Charlie Abell seconded the motion and the motion was approved unanimously by voice vote.

Reports:

Landscape Committee Report:

        1.  Pump quote:  Southern Greens says fine sand is coming from well.  This is not unusual and probably indicates a crack in the casing.  This is a deep well which means the remedy is drill a new one. For the time being the sand filter on the pump discharge will keep out most of the sand and we might have to deal with stuck zone valves occasionally.

      2.  Time to choose a painting contractor for the wall ($4000 budged):  The Board has received three proposal to paint the entrance wall.  Two are from painting contractors that will provide labor and materials, RC Painting $3700 and Dave Goodman $1975 and one for labor only ($650) with the POA purchasing paint, supplies and materials (estimated to be about $1500 total).

Charlie Abell made a motion to accept the bid from Dave Goodman if he rolls the paint and not sprays. Mike Scira seconded the motion and the motion was approved unanimously by voice vote.

3.      Need to select wall color and “COPPERFIELD” letters color

Charlie Abell made a motion to keep the existing sign colors.  Mike Scira seconded the motion and the motion was approved by voice vote.  Alyse Avitable was opposed.

4.      Ray Met with Leland tree service and expect to have a price quote before the meeting. Asked him to provide quote for trimming now and again in the fall. Plan for spring time entrance palm trimming (Leland, previously cost about $300).

Alyse Avitable made a motion to accept the bid up to $320.00. Mike Scira seconded the motion and the motion was approved unanimously by voice vote.

NEW BUSINESS:

Tree Trimming:  Renae Foster confirmed a line item has been added to the budget for tree trimming for the 2017 budget.

Reserve Money:  Alyse Avitable reported that we have approximately $7,390 in reserves for the front entry wall and landscaping improvements.

Alyse Avitable made a motion to use the $4,000 from the entry wall reserve for the landscaping project.  Mike Scira seconded the motion and the motion was passed unanimously by voice vote.

Board Member Descriptions:  Renae Foster printed an example of some Board Member description of duties.  Kelly Stanton printed a couple of examples for ARC Committee Charter and Landscaping Committee Charters.  The Board will review prior to the next meeting to finalize the drafts.

Adjournment:  Charlie Abell made a motion to adjourn the meeting at 7:49 p.m.  Mike Scira seconded the motion and the motion was passed unanimously by voice vote.
